Entry rules to Crimea

  • Residents of the regions of Russia can enter Crimea without restrictions and certificates of a negative test for COVID-19, if they have not been abroad before.
  • Russians returning from other countries must pass the PCR test for coronavirus infection twice within 5 days of arrival. Information about the test results must be posted on the State Services Portal.
  • Foreign citizens entering Crimea must provide a PCR test done no earlier than 3 calendar days prior to arrival. Categories of citizens who can enter the peninsula directly from abroad:
    • parents and children
    • siblings
    • grandparents, grandchildren
    • adoptive parents and adopted children.
  • Arrivals from the UK and Northern Ireland are required to maintain strict isolation for a period of 14 days from the date of arrival.
  • Foreign students arriving from other countries must be tested for COVID-19 by PCR twice − no earlier than 3 calendar days before arriving in Crimea and within 72 hours after entering the territory of the Russian Federation.

COVID-19 restrictions in Crimea

In all public places and transport, wearing mask is a must, indoors it is necessary to maintain a social distancing. Mass events, including public, business, sports, cultural and entertainment events, are prohibited. Exceptions are the events permitted by the decree of the Head of the Republic of Crimea.

What is open for tourists and Crimeans

The health resort complex, recreation and leisure facilities in Crimea operate in accordance with the requirements of Rospotrebnadzor (Russian Consumer Protection Authority). The Ministry of Resorts conducts regular monitoring of facilities, checking their compliance with disinfection measures, mask wearing and social distancing. Today the following facilities are open and receive guests in Crimea:

  • hotels, health resorts, hotels, boarding houses, guest houses and other accommodation facilities. When you check in, you may be asked for a certificate of negative test for COVID-19 (check this in advance);
  • cafés, restaurants work in the daytime (the number of seats is up to 50% of the total, the social distance is not less than 2 m). From 11:00 p.m. to 08:00 a.m. only delivery and takeaway service is possible;
  • parks, zoos;
  • museums, exhibition halls (excursion groups up to 10 people);
  • theaters and cinemas subject to the tickets sale restriction up to 75% of the total sitting capacity (with the exception of Alushta, Yalta, Simferopol and Simferopol district, where the halls can be filled up only to 50% of their sitting capacity);
  • polyclinics, hospitals;
  • beauty salons;
  • shops and shopping centers;
  • beaches.

What is forbidden

  • work of hostels;
  • discos, karaoke clubs, hookah bars, night clubs, concert and dance halls, including those on the territory of catering outlets in Simferopol, Simferopol district, Yalta and Alushta municipalities;
  • selling food and non-food items in cinemas in Simferopol, Simferopol district, Yalta and Alushta municipalities;
  • work of entertainment centers, including children's leisure and entertainment organizations on weekends and holidays;
  • fairs, master classes, lotteries and draws in shopping centers;
  • swimming in the coastal waters of Yalta and Kerch (a temporary measure associated with heavy downpours and flooding of a number of municipalities).
