The document was published on Thursday on the portal of the Crimean government.

According to the document, the region maintains mandatory mask wearing and social distancing (at least 1.5 meters). In the premises, public transport and stops residents and guests of the peninsula required to wear personal respiratory protection (medical and non-medical masks, respirators). The elderly and those with chronic illnesses are advised to self-isolate.  

1. How health resorts and hotels work 

In accordance with the decree, the restrictions introduced for the period of the New Year holidays due to the coronavirus have been extended until February 1.  They imply a ban on all mass entertainment events, banquets, corporate parties and other festivities, including on the territory of the health resorts and hotels.

Today in hotels and health resorts the mask wearing and social distancing (at least 1.5 m) are obligatory. Crowding is not allowed. The social distancing in the pools, saunas and spas is also obligatory, and disinfection is enhanced. Any cultural events in hotels and resorts have been canceled.  

Hostels remain still banned. 

2. How restaurants and cafes work 

From now on, catering outlets in Crimea will be able to work at night, but the number of seats is limited to 50% of the total. At the same time, tables in cafés and restaurants must be at a distance of at least 2 m from each other.

In all catering outlets (including those on the territory of hotels and health resorts), any concerts, banquets, parties and celebrations are also prohibited.  

3. Museums and other cultural institutions 

Restrictions for cultural establishments of the Republic of Crimea are also extended until February 1. Crimean museums, a philharmonic society and a circus can welcome spectators, subject to the observance of the mask wearing, disinfection measures and separation of streams. A social distance of 1.5 m is compulsory. Excursions are allowed, provided groups are not more than 10 people and if the area of the visited premises (hall) is not less than 5 sq m per 1 excursionist. The use of audio guides is recommended. Maximum occupancy of halls in cultural and leisure facilities is 30%.  

4. Cinemas and theaters 

Crimean cinemas and theaters work, but until February 1. In accordance with the amendments, they are allowed to fill the halls by not more than one third of their capacity. Masks and social distance of not less than 1.5 m are required. In this case, the premises should be regularly treated with disinfectants, the public areas should be ventilated. Wet wipes and antiseptics should be available for visitors.  

5. Food courts and shopping centers

And as for food courts, severe restrictions introduced for them on the New Year holidays are canceled. They can resume normal operation. At the same time, other entertainment in shopping centers will remain unavailable for now: fairs, sweepstakes, master classes, presentations of goods and services, and other mass events are prohibited. And the operation of entertainment centers and other entertainment establishments, including those for children, is prohibited on weekends and holidays.  

6. Outdoor entertainment

For now, you should also refrain from mass events in the open air. The ban on entertainments and cultural events in city squares, cultural and educational facilities has been extended until February 1. During this period, there will be no folk festivals and events on the embankments or other urban public spaces. The authorities of the Republic urge guests of the peninsula and local residents to be aware of the current restrictions and to take care of themselves and their relative and friends.  

7. For those arriving from abroad 

Russians arriving from a foreign country must be PCR tested for COVID-19 in a local laboratory no later than three days upon arrival. Negative result should be sent to Rospotrebnadzor (Federal Consumer Protection Authority) at the address lab@82.rospotrebnadzor.ru. The same rule applies to citizens who arrived in Crimea from abroad via the other Federal region after crossing the Russian Federation border there.

As for guests from abroad and stateless persons, when crossing the border of the Russian Federation, they must provide the authorities responsible for sanitary and epidemiological surveillance with a certificate with a negative laboratory PCR test for COVID-19. And in the absence of the latter to undergo ittesting here, in a specialized laboratory, within three calendar days upon arrival to Crimea and send the results to Rospotrebnadzor.
