What kind of security measures are currently in force in the region − the Travel Crimea Tourist Portal has found out.

Where a QR code is required

You can visit entertainment and leisure facilities only if you have a certificate or a QR code about vaccination or recovery from the disease, or a certificate with a negative PCR test result (validity period − not more than 7 days), or rapid testing for the detection of the SARS-CoV-2 antigen (validity period − not more than 7 days).

  • restaurants, cafés, canteens, bars, snack bars, food courts; 
  • karaoke clubs, hookah bars, discos, nightclubs, concert and dance halls (including those located on the territory of catering outlets) and other similar facilities;
  • beauty salons, SPA, massage salons, hairdressing salons;
  • solariums, baths, saunas;
  • swimming pools, fitness centers and other sports facilities;
  • cinemas (cinema halls), theaters, museums, circuses, libraries;
  • walking and bus excursions.

You must have an ID document and a mask with you. At the entrance, your body temperature will be measured, and if it is above normal, you will not be allowed in or on an excursion.

At the same time, you can get into shopping and entertainment centers with an area of more than 300 square meters only if you have a certificate or QR code about vaccination or recovery from the disease, or a certificate with a negative PCR test or an express test result.

How theaters, cinemas and museums work 

Starting from December 1, theaters, cinemas, circus and other concert organizations of Crimea may work when the room occupancy is no more than 70% of the total sitting capacity.

Museums can organize excursions for groups of not more than 10 people (if the area of the visited premises is not less than 5 sq m per 1 visitor). And transmitting devices (audio guides, etc.) must be provided to visitors and social distancing must be observed.

How catering outlets work 

In the period from 11:00 p.m. to 08:00 a.m. catering outlets are allowed to work, provided that 100% of the personnel have a certificate of vaccination or recovery from disease. For this it is necessary to send an application in any form to the name of the Head of the Republic of Crimea with the attachment of documents confirming compliance with the requirements.

How hotels, health resorts, children's camps work

Reception and accommodation in hotels, sanatoriums, boarding houses for persons over 18 years old is possible with a certificate or QR code of vaccination or a certificate or QR code of recovery from the disease (validity period is 6 months after recovery). However, if you have medical contraindications, you should provide a certificate with a negative PCR test or rapid testing for the detection of the SARS-CoV-2 antigen, received not more than 72 hours before check-in. In this case, it is also necessary to have with you a document confirming the existence of medical contraindications against vaccination.

In addition, from November 8 you can check into hotels with a document confirming the medical contraindications to vaccination, which is certified by the physician in charge and the head (deputy head) of the medical organization. However, a tourist with a counter indication of vaccination must also present a negative PCR test done not more than 72 hours before check-in. 

It is recommended to clarify in advance what requirements are in force in your chosen accommodation place. 

Children's health camps may not be more than 75% full. Children arriving on vacation and accompanying persons must provide at check-in the results of testing for coronavirus, received not more than 72 hours before the date of arrival. Also, upon arrival, they can provide express testing for the detection of SARS-CoV-2 antigen of children and their accompanying persons.

Children's camps, in which less than 95% of the staff has double immunization (2 components) against Covid-19, are not allowed to admit unauthorized persons (even parents).

Since August 1, children's camps, in which the coverage rate of staff with double immunization (2 components) against COVID-19 is less than 95%, admission of unauthorized persons (even parents) is prohibited. 

What is forbidden for people over 60 years old

Until further notice, the cards for fare-free transportation of such people on trolleybuses, buses, trams, and electric trains have been temporarily suspended. An exception was made for medical and social workers, employees of the Crimean department of Rospotrebnadzor and the Center for Hygiene and Epidemiology, as well as those involved in the All-Russian Population Census.

Until further notice, people over 60 years of age must stay on self-isolation. They can leave the place of residence (stay) only if they have a certificate with a QR code about the vaccination or about recent recovery from the disease. 

The heads of organizations, enterprises and institutions and individual entrepreneurs are obliged to transfer employees over the age of 60 to a distant work. Exceptions are made for those who have chronic diseases (the list is in the Decree), who have a certificate of vaccination or a QR code, or a certificate of recovery from COVID-19 (validity period − 6 months after recovery). In addition, an exception was again made for those workers whose presence at the workplace is necessary, as well as for medical and social workers, employees of the Crimean department of Rospotrebnadzor and the Center for Hygiene and Epidemiology, those who are involved in the All-Russian Population Census.

What other restrictions apply 

  • In the period from 11:00 p.m. to 08:00 a.m. the organization of commercial transportation and water entertainments with motor boats, speed boats and other small boats is limited. 
  • For hotels, health resorts, transportation companies, catering facilities with a level of vaccination of employees against coronavirus infection less than 80%, ensure that employees who do not have a certificate of vaccination against Covid-19 are allowed to perform their professional duties personally at workplace, provided they have a negative PCR test results or testing for the absence of antigen or quick testing for the detection of SARS-CoV-2 antigen, organized by the employer, at least once every 7 calendar days.

What is prohibited

  • mass events, including public, business, sports, cultural and entertainment events, except for those permitted by the decree of the Head of the Republic of Crimea;
  • entertainment events (contests, fairs, sweepstakes, etc.) on the territory of shopping and entertainment complexes;
  • work of entertainment centers and other entertainment establishments on weekends and holidays, including children's leisure organizations; 
  • work of hostels.

Where and how to get a vaccination certificate and QR code

Vaccination against COVID-19 is made in mobile medical stations, clinics and hospitals. You can sign up on the State Services Portal. An electronic certificate of vaccination with a QR code is automatically sent after the vaccination to your personal account on the same resource.

Also, through the State Services Portal, you can get a certificate of a person who has recovered from coronavirus. The certificate, together with a QR code, is issued only to those who have been officially ill with Covid-19, that is, they went to the doctor, passed the PCR test and received a supporting document.

What are the restrictions in Sevastopol

In the federal city of Sevastopol anti-covid measures have also been tightened. In particular, it is allowed to visit catering facilities, hairdressing salons, spa, beauty and massage salons, solariums, saunas, fitness centers, theaters, cinemas, libraries, museums if you have a certificate or QR code confirming vaccination or recovery from the illness. Also, all public events in the region have been canceled, and higher educational institutions and people over 65 years old have been transferred to a remote mode of work. 

In Sevastopol high alert regime is prolonged until January 31, 2022.

From October 30 to November 7, cultural institutions, theaters, cinemas, beauty salons, hairdressing salons, sports organizations and other places of interest are closed in Sevastopol. Catering organizations can only operate on a take-out basis. Only food stores and pharmacies are allowed to work.

Rules to enter Crimea

You can enter the peninsula by all means of transport. At the airport, at railway stations and on the Crimean bridge thermometry is made and arriving people are examined for the presence of external signs of SARS (Severe Acute Respiratory Syndrome). Citizens of the Russian Federation do not need to present a certificate of a negative test for COVID-19 and stay in quarantine upon arrival.

Citizens of the Russian Federation who return to the country from abroad must prior to arrival fill out a questionnaire on the State Services Portal ‘Registration of those arriving in the Russian Federation’ here. Upon arrival on the territory of the Russian Federation, it is necessary to undergo a single laboratory test for Covid-19 using the PCR method within three calendar days from the date of arrival, and until the results are obtained, remain isolated at the place of residence (stay). At the same time, those vaccinated within the last 12 months or who have been ill in the last six months do not need to take the test.
